Milgang Bridge was an aging timber bridge, located on Sandy Creek Road that required upgrade. Crossing Quorrobolong Creek, Sandy Creek Road is a small arterial road connecting several villages within the local Council area. Access over the creek could not be cut without substantial inconvenience for the local community.


Assessing a Range of Potential issues

The Cessnock City Council must undertake an environmental assessment of the proposed bridge upgrade under Part 5 of the Environmental Planning and Assessment Act 1979. The assessment requires consideration of a range of potential issues, including noise, air quality, fish habitat, and flora and fauna ecology for the existing bridge and surrounds, along with a temporary bridge and road diversion during construction.

Obtaining the Permit for Work to Proceed

Working with the Cessnock City Council, Kleinfelder was able to assist in the selection of the preferred upgrade and road diversion option. Targeted bat surveys of the bridge and flora surveys of the surrounds were also conducted to support the assessment. Kleinfelder successfully obtained a permit under the Fisheries Management Act 1994 for the works to occur. Kleinfelder also provided on-ground works in the stabilization and revegetation of the creek bank.

Project Result

Kleinfelder’s work enabled our client to efficiently address legislative requirements and proceed with construction. Leveraging the environmental assessment and mitigation measures provided in Kleinfelder’s assessment, construction activities were successfully completed, the temporary diversion road removed, and the creek banks stabilized and rehabilitated with native species, providing great outcomes for our client and the community.
